Celery is known as a diet food for a reason, it's extremely low in calories and is just really not that nutrient dense. It does provide a good amount of vitamins (mainly A, C and K) and antioxidants. Its salt content on the other hand is relatively high. To conclude, you can safely give celery to your baby, both raw and cooked, but not as a main part of the diet.
